CSIR–Central Mechanical Engineering Research Institute (CSIR-CMERI), established in 1958, is the apex R&D institute for Mechanical Engineering under the aegis of Council of Scientific and Industrial Research (CSIR), which is an autonomous organization of the Government of India registered under the Societies Registration Act XXI of 1860. CSIR-CMERI is looking for dynamic and competent bright candidates for appointment to the posts of Assistant (General / Finance & Accounts / Stores & Purchase) Grade III and Junior Stenographers at this Institute or for its Centre located at Ludhiana. Candidates fulfilling the essential educational qualification, age etc. may apply online only to the posts, details of which are given below.


[Out of the above 10 positions of Jr. Stenographer 1 post is reserved for Blind / Low Vision (VH) category] [The posts are also suitable for Physically Handicapped {Visually Handicapped (VH), Hearing Handicapped (HH), Orthopedically Handicapped / Locomotor Disability or Cerebral Palsy affected persons with One Arm (OA) or One Leg (OL) affected] 35/30/40 words per minute correspond to 10500/9000/12000 KDPH (key depression per hour respectively on an average of 5 key depression for each word.
#[Out of the 10 positions, 04 posts are reserved for Hindi Stenographers. Other conditions being equal, candidates possessing English stenographic knowledge will get preference for these reserved posts.] Candidates have to submit single application for the posts of Assistant (G/F&A/S&P) Gr.III. However, for the post of Jr. Stenographer, separate application may be submitted.

GENERAL INFORMATION & CONDITIONS
I. BENEFITS :
1. The positions carry Pay and Allowances, such as HRA and Traveling allowance etc. at Central Government rates as applicable to the employees of Council at the place of posting. In addition, other benefits such as Leave Travel Concession and Reimbursement of medical expenses and Children‟s Education Allowances etc. are also available. The employees will be provided with CSIR accommodation as per CSIR rules.
2. The employees are also eligible for share on earning from externally funded services and contract R&D projects as per CSIR rules.
3. All new entrants will be governed by the "New Pension Scheme" on defined Contributions as for new entrants recruited in Central Government Services on or after 01-01-2004 and as adopted by CSIR for its employees. However, persons selected from other Government Departments / Autonomous Bodies / Public Sector Undertakings / Central Universities having Pension Scheme on GOI pattern will continue to be governed by the existing Pension Scheme i.e. CCS (Pension) Rules, 1972.
II. GENERAL CONDITIONS / INFORMATION :
1. The applicant must be a citizen of India.
2. All applicants must fulfill the essential requirements of the post and other conditions stipulated in the advertisement. They are advised to satisfy themselves before applying that they possess at least the essential qualifications laid down for various posts.
3. The decision of CSIR-CMERI / CSIR in all matters relating to eligibility, acceptance or rejection of applications, mode of selection and conduct of examination/interview will be final and binding on the candidates and no enquiry or correspondence will be entertained in this connection from any individual or person or agency on behalf of the candidate.
4. The appointment will be in the CSIR-Central Mechanical Engineering Research Institute (CSIR-CMERI), Durgapur, West Bengal under the Council of Scientific & Industrial Research (CSIR), which is an Autonomous Body. However, the appointees are liable to be posted in any of the Lab/Institutes of CSIR situated anywhere in India as and when required.
5. Applicants must submit (i) requisite information asked for; (ii) Self attested photo copies of Marks Card / Certificates of all the semesters/years from Matriculation level onwards; (iii) Proof regarding date of birth & age; (iv) SC/ST/OBC/PWD certificates in the case of reserved posts / wherever applicable; (v) Discharge Certificate wherever applicable and applications received after the closing date will not be considered. Incomplete applications will be out-rightly rejected.
6. Persons With Disabilities (PWD) and women candidates fulfilling the eligibility conditions prescribed under this advertisement are encouraged to apply.
7. In respect of equivalent clause in Essential Qualifications, if a candidate is claiming a particular qualification as equivalent qualification as per the requirement of advertisement, then the candidate is required to produce order/letter in this regard, indicating the Authority (with number and date) under which it has been so treated otherwise the Application is liable to be rejected.
8. If any document/certificate furnished is in a language other than Hindi or English, a transcript of the same duly attested / self attested is to be submitted.
9. Candidate must ensure that he/she possesses educational qualification/experience in the relevant area as required in the category/post, for which he/she is applying, on the last date of receipt of application (i.e. 20.07.2015, the last date of the online submission of the Application).
10. In case of universities / Institutes awarding CGPA/SGPA/OGPA grades etc., candidates are requested to convert the same into percentage based on the formula as per their university / Institute.
11. Applications from candidates working in the Government Departments, Autonomous Bodies, Public Sector Undertakings and Government Funded Research Agencies will be considered when forwarded through proper channel along with requisite NOC. However, advance copy of the Application (summery sheet generated online), together with application fee, all certificates & testimonials etc. must reach the Institute before the closing date.
12. Candidates should ensure that the Summary Sheet generated online, along with the requisite certificates and testimonials must reach CSIR-CMERI, Durgapur within 10 days of closing of the online application (i.e. 30.07.2015). After that date for any reason whatsoever (such as envelopes wrongly addressed, delivered elsewhere, postal delay etc.) will not be entertained by this Institute. Any enclosure received separately subsequent to the receipt of the application cannot be connected therewith. No correspondence in this regard will be entertained.
13. Outstation candidates called for interview will be reimbursed Sleeper / Second Class Rail fare (by Mail or Express) each way from their normal place of residence or from the place of undertaking the journey, whichever is nearer to the place of interview on production of proof of journey. For road journeys between stations not connected by rail, the actual bus fare or road mileage at the lowest rate as admissible under rules, will be reimbursed on production of documentary proof (bus tickets) and provided that the distance covered by road is more than 20 miles each way.
14. Any discrepancy found between the information given in application and as evident in original documents will make the candidate ineligible for appearing in interview. Such candidate will not be paid any fare.
15. CSIR-CMERI reserves the right not to fill up all the posts, if it so desires. The number of vacancies & reservation of posts indicated above may vary i.e. increase or decrease at the time of actual selection.
16. The selected candidates will be on probation for a period of one year from the date of taking over charge of the post. The probationary period may be extended or curtailed at the discretion of the Competent Authority. After successful completion of probationary period, they will be considered for confirmation in accordance with the extant rules.
17. As the scrutiny of applications will be done on the basis of information submitted in the online application by the applicants, it is necessary that only accurate, full and correct information is furnished by the applicants. Submitting of wrong / false information will be a disqualification and CSIR-CMERI will NOT be responsible for any of the consequences of furnishing such wrong / false information.
18. CANDIDATES MAY APPLY IMMEDIATELY ON SEEING THE ADVERTISEMENT TO AVOID LAST DAY RUSH / DISAPPOINTMENT.
19. Canvassing in any form and /or bringing in any influence political or otherwise will be treated as a disqualification for the post.
III. AGE LIMIT AND RELAXATIONS:
1. The date for determining the upper age limit, qualifications and/or experience shall be the closing date prescribed for receipt of online Application i.e. 20.07.2015.
2. Upper age limit is relaxable by 5 years in the case of SC/ST and by 3 years in the case of OBC candidates for the posts which are reserved for the respective categories. Relaxation of upper age limit for Ex-servicemen will be applicable as per GOI rules. The SC/ST/OBC/PWD candidates who apply against unreserved vacancies will not be eligible for age relaxation.
3. Age relaxation of 10 years (OBC: 13 years, SC/ST : 15 years) is allowed to the Persons With Disabilities (PWD) for appointment to Group C posts as per rule. The person claiming age relaxation under this sub-para would be required to produce a certificate in prescribed proforma in support of their claims clearly indicating that the degree of physical disability is 40% or more. In any case, the appointment of these candidates will be subject to their being found medically fit in accordance with the standards of medical fitness as prescribed by the Government for Group “C” posts to be filled by Direct Recruitment.
4. SC/ST/OBC/PWD/Ex-SM candidates are required to produce the certificate in the prescribed format issued by the specified authority at the time of interview. The OBC candidate should produce the certificate valid for appointment of posts under the Central Government.
5. Upper age limit is also relaxable up to five years for the regular employees working in Government Departments, Autonomous Bodies and Public Sector Undertaking as per rule. There is no age limit for Departmental candidates of CSIR provided they possess the prescribed qualifications.
6. As per GOI provisions, age relaxation for Widows, Divorced Women and Women judicially separated from their Husbands, the upper age limit is relaxable up to the age of 35 years (up to 40 years for member of SC/ST and up to 38 for members belong to OBC in respect of post reserved for them). The persons claiming age relaxation under this sub-para would be required to produce following documentary evidence:-
i) in case of Widow, Death Certificate of her husband together with the Affidavit that she has not remarried since, and
ii) in case of divorced Women and Women judicially separated from their husbands, a certified copy of the judgment/decree of the appropriate Court to prove the fact of divorce or the judicial separation, as the case may be, with an Affidavit in respect of divorced Women that they have not remarried since.
7. Relaxation in the upper age limit of 5 years applicable for persons who had ordinarily been domiciled in the Kashmir Division of the State of J&K during the period 01-01-1980 to 31-12-1989 subject to production of a certificate from the District Magistrate in the Kashmir Division within whose jurisdiction he/she had ordinarily resided or from any other authority designated in this behalf by the Government of J&K to the effect that he/she had ordinarily been domiciled in the Kashmir Division of the State of J&K during the period from 01-01-1980 to 31-12-1989.
IV. How to apply :
1. Eligible candidates are required to apply online. The interested candidates may log on

2. The applicant making online application must possess a valid e-mail id and mobile number for the verification / authentication purpose.
3. Please click for the details against the post you wish to apply.
4. The vacancy detail will now appear on the screen.
5. On the bottom of the Advertisement, you will find four menus: „Vacancy Details‟, General Information‟, „How to Apply‟ and „Check Eligibility‟.
6. The candidates are advised to go through the terms and conditions carefully, and if they are satisfied that they are eligible and accept the stipulated terms and conditions then check their eligibility for the posts furnishing their age, category etc. and validate their e-mail account.
7. The online application form will now open. You can start filling up the online application form. Please remember that it is compulsory for you to fill up all the fields that are preceded by asterisk (*).
8. Upload your recent passport size colour photograph of the prescribed format and dimension.
9. Once you have filled up the application form click on „submit‟ button.
10. The screen will now show your application number and a menu called „Print Application Summary Sheet‟. Please note down your application number and click on „Print Application Summary Sheet‟. The Application Summary Sheet will now be displayed. Take a print out of the summary sheet. The Summary Sheet will also be forwarded to the e-mail provided by the candidates.
11. A non-refundable application fee of `100/- (Rupees one Hundred only) is payable in the form of Demand Draft valid for a period of at least three months. Demand Draft should be in favour of Central Mechanical Engineering Research Institute and payable at the State Bank of India, Durgapur (Code No. 00074). The following details must be mentioned on back side of Demand Draft: (i) Candidate‟s name, (ii) Candidate‟s category, (iii) Post Code applied for and (iv) Date of Birth. SC/ST/PWD/Women/CSIR Employees are exempted from submission of application fee.
12. After you have taken a print out please sign in the designated place in the „Summary Sheet‟, attach a Demand Draft of `100/- and self-attested copies of supporting documents like copies of Matriculation / SSSC / Degree / Post Graduate Degree / Degree Certificate(s) and Marks Cards for all the Semesters / Years, SC/ST/OBC/Ex-SM Certificate and other testimonials in support of Date of Birth, Qualifications, Experience and Community etc. The above documents are to be sent in a sealed cover superscribing "Application for the post of Assistant (G/F&A/S&P) Gr.III OR Jr. Stenographer, Advt. No. 02/2015, Application No…………. so as to reach at the following address on or before 30.07.2015.

13. Candidates have to submit single application for the posts of Assistant (G/F&A/S&P) Gr.III under Post Code 150201. However, for the post of Jr. Stenographer (Post Code 150202), a separate application must be submitted.
14. Application once made will not be allowed to be withdrawn and fees once paid will neither be refunded on any count nor can it be held in reserve for any other recruitment or selection process.
V. Mode of Selection:
(1) For the post of Assistant (G/F&A/S&P) Gr.III
 Computer based Typing Speed Test (Time allowed : 10 Minutes)
 Candidates qualifying the typing speed test will be called for a Multiple Choice Competitive Examination in bilingual i.e. in Hindi and English.
 Candidates will be called for an interview on the basis of their performance in the Competitive Examination. Candidates have the option to take the interview in Hindi/English.
 Final results will be declared on the basis of the performance in both the written test and the interview.
 Weightage of interview marks would not exceed 25% of the total prescribed marks.
(2) For the post of Jr. Stenographer
 On the basis of competitive proficiency test.
Following documents must be attached along with the printout of application generated (Summary Sheet) to be sent by post:
a. Demand Draft of 100/ as application fee, where applicable.
b. Printout of the Application Form generated duly signed.
c. Self Attested photocopy of certificate proving Date of Birth.
d. Self Attested photocopies of educational qualifications (Certificates & Marks Sheets).
e. Self Attested photocopy of caste certificate, if applicable.
f. Self Attested photocopies of experience certificates, wherever required.
