Recruitment of Five Consultants on Social Audit
(On Project Mode)
1.About the Project
Ministry of Rural Development, Government of India is the nodal agency at apex level for policy and promotion of provisions under MGNREGA. Ever since the implementation of Mahatma Gandhi NREGA, consistent efforts have been in vogue to strengthen the implementation of interventions. One of the important aspects in this regard is the component of Social Audit which enhances the transparency and
accountability issues while implementing the works. In order to strengthen the Social Audit process and related issues across the country, Ministry of Rural Development has taken a decision to provide technical assistance to State Governments for conducting Social Audits in compliance with the Audit of Scheme Rules, 2011 through a special project which will be operational till the Financial Year 2017. The project envisages financial support to strengthen Social Audit units at state headquarters, district resource persons etc. Under the Special Project, the Centre for Wage Employment and Poverty Alleviation (CWEPA) of NIRD is mandated to set in place mechanisms for putting in place
institutionalized mechanisms of extending support to State Social Audit Units in conducting Social Audits by providing technical assistance as and when requested by them; developing minimum standards of social audits that should be complied with by States and ensure institutionalizing the same; developing a framework for providing capacity building and training to personnel recruited by States in conducting social audits. In order to assist CWEPA while achieving the designated tasks, Five Consultants of equal status will be recruited for the specific purpose. The Consultants will be recruited purely on temporary basis and on contractual term for a period of One Year and extendable up to another Two Years.
2.The Mandate of Consultants
The Consultants are responsible for liaising with State Social Audit Unit under MGNREGS and:
a) ensure conduct of designated Social Audits in an effective manner
b) conducting pilot social audits in select blocks/gram Panchayats across the country
b) assisting Centre for Wage Employment and Poverty Alleviation (CWEPA) of NIRD in regard to lay down standards for conduct of social audits
c) build capacities of the Social Audit personnel deployed in States
d) monitor the quality of social Audits conducted by the Social Audit Units
e) and identify and equip a network of organizations in each State to conduct test checks on the social audits reported by the State.
f) In addition, the Consultants are also required to assist CWEPA on any other tasks as mandated by Ministry of Rural Development in regard to the project interventions on Social Audit.
g) The Consultants are required to travel extensively across the country.
3. Location of Headquarters
The Five consultants hired will be allocated responsibilities between the Central Region, Western region, Northern Region, Eastern Region and the Southern Region
respectively. The geographical headquarters of the consultant will be decided as per the requirements of the MoRD.
4.Details on qualifications, experience
i. Essential: Higher Education with a preference for Post Graduation in Social Sciences; Graduates in Engineering (Civil) or Agriculture with 55% marks
i. Essential: -Thorough exposure to process of Social Audit under MGNREGS and actual conduct of social audits in the
field -Minimum of Three to Five years of experience in
conducting or organizing Social Audits under MGNREGS
iii. Age Limit: Below 60 years
iv. Languages known: Excellent command over Hindi and English languages
v. Publications: Not insisted upon, however, possession of publications or reports/ manuals/training materials/ IEC material on Social Audit is encouraged
vi. Any other: Effective communication skills, experience on administrative issues, sound knowledge on MGNREGA
B. Remuneration: Rupees 60,000/- per month
C. TA/DA entitlements: On par with Group I officers of Govt. of India
5. Application Format: There is no prescribed application format but the Candidates have to submit their Curriculum-vitae and enclose a write up on the details/results of at least
two social audits they have conducted or participated
