Applications are invited from Indian citizens for filling up the following posts on Deputation/ Immediate Absorption/Direct Recruitment basis in the Science and Engineering Research Board, New Delhi as per details given below:

EDUCATIONAL QUALIFICATIONS FOR THE POST OF SCIENTIST 'E'

1.(A) Educational and other qualifications required for direct recruits (Scientist ‘E’).–
(a) Essential:
(i) Doctorate Degree in Natural or Agricultural Sciences or Master’s Degree in
Engineering or Technology or Medicine from a recognised University or
equivalent.
(ii)Ten years’ experience in research and development in industrial and academic
institutions or science and technology organisations or scientific activities and
services, out of which five years shall be in administering, planning, development
and coordination of science and technology programmes.
(b) Desirable:
Post Doctorate research in Natural or Agricultural sciences or doctorate degree
in Engineering or Technology or Medicine from a recognised University or
research Institute as evidenced by certification by such University or Institute
and publication of research work in journals of repute.

Note: Period spent on acquiring essential qualifications shall not count towards experience.
However, period spent on acquiring doctorate degree from a recognised University or
Institute in cases where doctorate degree is not an essential qualification, subject to a
maximum of four years, and period spent on post doctorate research in a University or
research Institute as evidenced by certification by such University or Institute and
publication of research work in journals of repute, subject to maximum of three years,
shall be counted as experience.
(B) Grades from which deputation (including short term contract) to be made (Scientist ‘E’).–
Scientists or Technologists working in the Central Government or State Governments or
Universities or recognised research Institutions or Public Sector Undertaking or Statutory
or Autonomous organisations in India:
(a) (i) holding analogous post on regular basis; or
(ii) with four years’ service in the grade rendered after appointment thereto on regular
basis in the pay band -3,`Rs.15600-39100 with grade pay of Rs.7600 or equivalent; or
(iii) with ten years’ service in the grade rendered after appointment thereto on regular
basis in the pay band -3, Rs.15600-39100 with grade pay of Rs.6600 or equivalent; and
(b) possessing the educational qualifications prescribed for direct recruits under serial number
1(A) (a) above.

Note 1: The period of deputation, including the period of deputation in another ex-cadre post
held immediately preceding this appointment in same or some other Organisations or
Department of the Central Government shall not ordinarily exceed three years, which
may be extended further on year to year basis, subject to a maximum of 5 years with the
approval of the competent authority.

Note 2: Departmental candidates in the feeder category, who are in the direct line of in-situ
promotion under Flexible Complementing Scheme (FCS), shall not be eligible for
consideration for appointment on deputation except for the ex-cadre post for which they
are not the feeder grade officers. Similarly, deputationist shall not be eligible for
consideration for in-situ promotions under FCS.

Note 3: The maximum age limit for appointment by deputation shall not exceed 56 years as on
the closing date of receipt of application.

EDUCATIONAL QUALIFICATIONS FOR THE POST OF SCIENTIST 'C'

2. (A) Educational and other qualifications required for direct recruits (Scientist ‘C).–

(a) Essential:
(i) Master’s Degree in Natural or Agricultural Sciences or Bachelor’s Degree in
Engineering or Technology or Medicine from a recognised University or
equivalent.
(ii) Four years’ experience in Research and Development in Industrial and
Academic Institutions or Science and Technology Organisations.
(b) Desirable:
Doctorate degree in Natural or Agricultural sciences or Master’s degree in
Engineering or Technology or Medicine from a recognised University or equivalent.
Note: Period spent on acquiring essential qualifications shall not count towards experience.

Institute in cases where doctorate degree is not an essential qualification, subject to a
maximum of four years, and period spent on post doctorate research in a University or

GENERAL INSTRUCTIONS
1. The number of posts to be filled may vary. The Board reserves the right to fill vacancies
arising subsequent to this advertisement under this recruitment process till the validity
date of the panel of recommended candidates in the main list or waiting list. The Board
also reserves the right to cancel the recruitment without assigning any reason.
2. The prescribed essential qualifications are minimum and the mere possession of the same
does not entitle candidates to be called for interview. If the number of applications received in
response to Advertisement is large, the Board may restrict the number of candidates to be
called for interview to a reasonable limit through a shortlisting process based on a well-defined
criteria which may include possessing of desirable qualifications and / or experience prescribed
in the advertisement and / or qualifications / experience in a particular field as per the specific
requirement of the Board. A panel of candidates will be prepared from the candidates
called for interview which will remain valid for 12 months (1 year) from the date of
declaration of results. The panel can be used to fill up vacancies arising as notified
(including vacancies arising due to resignation of SERB/DST scientists or selection of
SERB/DST scientists for higher posts) till the date of validity of the panel. No
correspondence will be entertained from candidates who are not called for interview / selected
for appointment. CANVASSING IN ANY FORM WILL RESULT IN DISQUALIFICATION OF
CANDIDATURE.
3. Outstation candidates called for interview will be paid Second AC railway fare for the shortest
route for to & fro journey subject to production of railway tickets receipt.
4. The selected candidates are liable to serve anywhere in India and outside.
(a) HOW TO APPLY: Applications should be neatly typed on thick plain paper (A-4 size 210 x 297
mm) in the prescribed format given below.
(b) Candidates working in Government Departments / Public Sector Undertakings / Autonomous
Organizations should apply through proper channel along with NOC of the competent authority
within the prescribed last date of receiving applications. Such applications will not be
considered, if received after the prescribed last date for receiving the applications. However, if
an advance copy is submitted by the Applicant to the Board before the last date, the same
would be considered in anticipation that the application through proper channel along with NOC
would be received by the date of interview.
(c) Copies of attested certificates in support of educational qualifications date of birth, disability, if
any, belonging to SC/ST/OBC community, experience etc. should be attached with the
application. Candidates will have to produce the original certificates at the time of interview.
(d) Completed applications should be sent to the Administrative Officer (SERB), Science and
Engineering Research Board, 5 & 5A, Lower Ground Floor, Vasant Square Mall, Plot No. A,
Community Centre, Sector-5, Pocket-5, Vasant Kunj, New Delhi 110 070 by Registered Post or
through Speed Post in a cover superscribed "APPLICATION FOR THE POST OF
___________________________" (Separate Application forms should be filled by the
candidates applying for different posts) within 60 days of the publication of advertisement in
Employment News by 5.30 PM. (75 days for those in Assam, Meghalaya, Arunachal Pradesh,
Mizoram, Manipur, Nagaland, Tripura, Sikkim, Ladakh Decision of Jammu and Kashmir State,
Lahaul and Sipti District and Pangi Sub Division of Chamba district of Himachal Pradesh,
Andaman and Nicobar Islands and Lakshadweep) from the date of publication of this
advertisement in Employment news.
(e) Applications received after the closing date or received incomplete in any respect are
liable to be summarily rejected. Board shall not be responsible for any delay on the part
of postal department for delivery of applications even if posted before the last date. No
representation against such rejection will be entertained.
(f) Candidates are also advised not to send applications by Ordinary Posts or through Courier.
However, Candidates desiring to deliver their applications by hand can do so by obtaining a
duly signed receipt from the authorised officer.
(g) The duly filled applications in the prescribed format can also be forwarded through email
recruitments@serb.gov.in in PDF form.
5. Age limit for direct recruits – The upper age limit for direct recruits in each category of posts
shall be as under:

Note: The crucial date for determining the age limit shall be closing date for receipt of
application from candidates in India (and not the closing date for those in Assam,
Meghalaya, Arunachal Pradesh, Mizoram, Manipur, Nagaland, Tripura, Sikkim, Ladakh
Division of Jammu and Kashmir State, Lahaul and Spiti District and Pangi Sub-Division
of Chamba District of Himachal Pradesh, Union territories of Andaman and Nicobar
Islands or Lakshadweep).
6. Entitlements and Allowances:
(a) Deputation: As per Central Government Rules/ SERB Rules and Regulations. The posts
are exempted from Rule of Immediate absorption vide Ministry of Personnel, Public
Grievances and Pensions, Department of Pension and Pensioners Welfare’s OM No.
4/5/2013-P&PW(D) part, Dt: 27th January, 2014
(b) Direct Recruitment: As per SERB Rules and Regulations.
7. Reservation Norms: As per Central Govt. Guidelines.
8. Probation: (1) The candidates appointed as Scientist 'C' on direct recruitment basis shall be on
probation for a period of one year. (2) A fresh recruit will be confirmed only after he has
completed the period of probation and during the period his services and conduct have been
found by the Authority to be satisfactory.(3) In the event of the service and conduct of any
employee are not found to be satisfactory, in the probation period, at the discretion of the
Authority, the probation period may be extended to provide the employee an opportunity to
improve. (4) Save as in exceptional cases, the extended period of probation shall not exceed
more than two years i.e. double the normal period of probation (one year). (5) If the service and
conduct of any employee are not found to be satisfactory at the end of the probation period or
extended probation period, his services may be terminated.

Preference will be given to the candidates possessing specialization in following disciplines.

b) Engineering
c) Chemistry
d) Physics/ Mathematics
e) Earth & Atmospheric Science
